The following reports and processes apply to the whole of the Community Game:
Submission Deadlines
- Dismissal Reports must be submitted within 72 hours of the match
- Citations for violent conduct must be submitted no later than 12pm on the Wednesday following the match
Use of the Correct Forms
Match Officials must use the correct form for each type of incident:
- Dismissal Report – for any red card
- Abandoned Game Report – if a match is abandoned
- Brawl Report – for any mass confrontation or melee
To support a fair and consistent process, please ensure:
- The correct form is used
- The correct offence box is ticked – In most cases, only one offence box should be selected. Multiple offence boxes should only be ticked where the player has clearly committed separate and distinct offences within the same incident.
- All relevant details are included, such as what you saw; the actions of the player(s) involved; any contributing factors; the time and stage of the match; any injuries or outcomes
- Reports should be clear, factual, and specific
Confirming Player Identity
Before leaving the venue, please confirm the name of any player you have dismissed with the team’s secretary. If the name cannot be confirmed at the time, detail this when submitting your report.
Head Cam Footage
If you are using a head cam:
- Upload the footage promptly
- Ensure the clip is unedited
- Make sure the timestamp is visible
- Label the footage clearly so it can be matched to the correct report
If, after reviewing your headcam footage, you realise your written report is missing detail or contains an error, you must submit an updated report immediately. This ensures the correct charge is applied and avoids issues later in the process.
Head cam footage is extremely valuable in supporting your written report, but it does not replace the need for a clear, accurate written account.
Society Dismissal Procedures
Any reports should be completed ideally on the same day of the match, but by the following day at the latest.
If you are a Young Member it is mandatory they are sent to the Development Officer in the first instance for checking.
It’s strongly advisable for all other members to do the same, as a second pair of eyes can be beneficial. However, as adult members, if you are comfortable or experienced in sending in your own reports to the relevant people without checking, that’s your choice.
Dismissal Report Writing Advice
When completing any reports, stick to the relevant facts only, keep it brief with short sentences and use past tense. Re-read your report several times to ensure it makes sense and the facts are correct. Try to make it easy for a disciplinary committee to understand what’s happened. All reports need to be submitted within the required time scale to avoid them being dismissed.
RFL Passport System – Graded Officials are required to submit all their Match Documentation within the Professional Game (team sheets, match reports and where applicable dismissal, temporary dismissal and on field reports) onto the GameDay system.
RFL Reports are to be submitted by 8am the Monday after the completion of the match.
RFL Travel Log 2026 – Graded Officials are required to submit a Travel Log for each professional game they are appointed to as Referee and state travel arrangements made for that fixture.
Travel Logs are to be submitted within 24 hours of the completion of the match.
RFL MO Claim Form 2026 – Claim form for match fees and expenses on the RFL Professional Leagues. Claim guidance can be found HERE.
Claim Forms to be submitted to the MOClaims@rfl.co.uk by 5pm on the 7th day of each month.
RFL MO Code of Conduct 2026 – Must be signed by every RFL Graded Official in order to officiate on the professional game.
RFL Social Media Guidelines – Must be adhered to by all members of St Helens RLRS as per the constitution when using Social Media platforms.
RFL Parental Consent Form 2026 – Must be signed by a parent/gaurdian of any Graded Officials aged Under 18.
